Excessive Manual Effort
Rather than "go without", most managers challenge the organization to identify and measure what is relevant.

The I/T backlog grows with many requests for reports and queries -- new selection criteria, additional data elements, the ability to drill down. These demands appear to be never ending, because managers are always trying to improve... to look at information in new ways... to answer new questions.

I/T may respond with user "empowering" query or download tools. Users gain some flexibility, but often become servant to the daily, weekly and monthly processes that are created, managing the compilation process, massaging data, creating tables and charts and distributing the data -- all very time consuming.
